By examining six areas \u2014 <\/span><b><span data-contrast=\"auto\">Political, Economic, Social, Technological, Legal and Environmental <\/span><\/b><span data-contrast=\"auto\">\u2014 the method helped to identify opportunities, risks and structural conditions influencing how education and training initiatives can be designed and implemented.
